Republic Act No. 9502, otherwise known as the "Universally Accessible Cheaper and Quality Medicines Act of 2008," mandated the Secretary of Health (SOH) to establish and initiate an electronic price monitoring and regulation system for drugs and medicines which is now known as the Electronic Drug Price Monitoring System (EDPMS). Through the Administrative Order No. 2018-0020 titled "Amendment to Administrative Order (AO) No. 2016-0009 - Revised Implementing Guidelines on the Electronic Drug Price Monitoring System," the DOH requires all drug outlet and establishment to submit annual/quarterly inventory and price data to the DOH.
The creation of the revised guidelines aims to expand the scope of the policy implementation such as the data collection of non-essential medicines, requiring infirmiries to upload their medicine data, and the return of acquisition price collection for hospital pharmacies. Existing operational guidelines were also integrated to provide clarity to our stakeholders. The overall goal of this amendment is to strengthen the support system provides on the development and monitoring of policies enhancing access to medicines based on evidence and empowers patients and consumers in exercising informed choices when purchasing medicines in both public and private retail outlets. As such, this issuance is the necessary guide to all stakeholders concerned on matters pertaining to the above project.
