General Functions

a. Formulates plans, policies, programs and standards for management information systems and information technology development

b. Develops and manages the management information systems for the Department of Health

c. Develops and manages the information technology infrastructure and services for the Department of Health including corporate data and telecommunications services

d. Develops and manages the health information resources, library services and documents tracking and archiving services for the Department of Health.

e. Advises the Secretary of Health on matters pertaining to information management services.

1. Systems and Software Development Division

Specific Functions

a. Provides services related to information system planning, research and development, including corporate database design, systems analysis, design and integration and maintenance.

b. Provides services related to software and webpage development and management including systems and software configuration management, approval of information systems changes, upgrades and procurements.

c. Develops systems audit and control and systems security

d. Develops and operates national health information

e. Provides information technology support services including training and education and development and implementation of standards related to system and software engineering.

2. Database and Network Management Division

Specific Functions

a. Plans, develops and administers DOH database including data planning, processing, manipulation and storage and ensures data integrity and security.

b. Manages information infrastructure to include the computer center operation, data and telecommunication network management including internet and intranet and computer system upgrades, procurements and maintenance

c. Conducts researches on new technology solutions available and ensure that DOH is informed with these rapidly advancing computing technology as it applies to DOH functions.

d. Conducts technology contingency and capacity planning

e. Develops and maintains programming templates / shells

f. Develop, implement and maintain IT standards related to database and network management

g. Provides technical support including training and continuing end-user education related to databases and network operations and management

3. Information Management Division

Specific Functions

a. Provide services related to document/records management including collection, dissemination, sharing and access to various corporate data and information using various technologies

b. Operates and maintains internet and intranet application systems

c. Operates and maintains DOH telecommunication and data system

d. Manages DOH library resources including software licenses and various documentation of IT application systems

e. Provides IT user support services including training, education and support management related to information management

f. Provide IT consulting services including user coordination, local system development support and information retrieval
