DECLARING THE MONTH OF NOVEMBER OF EVERY YEAR AS MALARIA AWARENESS MONTH

WHEREAS, Malaria is the 8th leading cause of morbidity in the Philippines, affecting most Filipinos of productive age group, and vulnerable groups which includes pregnant women, children and indigenous population groups, and continue to be a major impediment to human and economic development in area where it persists;

EMPOWERING THE SECRETARY OF HEALTH TO REGULATE THE LABELING, SALE AND DISTRIBUTION OF HAZARDOUS SUBSTANCES

WHEREAS, the Food, Drug and Cosmetics Act (Republic Act No. 3720) establishes standards and quality measures for food, drugs and cosmetics;

WHEREAS, there are no substances other than food, drugs and cosmetics that are hazardous to the health and safety of the public;

WHEREAS, there is no law at present that regulates the labeling, sale and distribution of hazardous substances;

WHEREAS, there is an urgent need to adopt appropriate measures designed to protect the people against other hazards to their health and safety;

WHEREAS, public and private sectors have continously contributed time, efforts and funds in the promotion of tourism, sanitation and in beautification campaigns throughout the land;

WHEREAS, results of surveys and observations along national highways and roads leading to tourist resorts have indicated an increase in private establishment and enterprises catering to local and foreign tourist;
