Speech of President Benigno C. Aquino III delivered by Secretary Enrique T. Ona for the PhilHealth-DOH Nationwide Run 2013

            Magandang umaga sa inyong lahat. Maraming salamat at sinamahan ninyo kami dito sa kauna-unahang sabayang pagtakbo para sa kalusugan sa mahigit labingwalong lugar sa buong Pilipinas. Ito po ay isang makasaysayang aktibidad ng PhilHealth at ng Department of Health,  sa pangunguna ni Secretary Enrique T. Ona.

            More than just holding this nationwide Run however, we are celebrating a victory that every Filipino should be proud of: social health insurance coverage has continuously expanded especially among our underprivileged fellowmen. Last year, we have extended financial protection to 5.2 million poor families against health risks that can undermine one’s ability to pursue dreams of a better life and become productive citizens. 

Dahil dito ay humigit-kumulang 20 milyong mahihirap na ang may PhilHealth cards ngayon at taas-noong makapagpapagamot sa alinmang PhilHealth-accredited hospital sa bansa hindi bilang charity patients kundi bilang paying patients. Patunay po ito na naibabalik na ang dignidad na noon ay naipagkait sa marami nating mahihirap na kababayan.  

            Before the year 2012 ended, we made sure that those who have limited means to access quality health care services will have the mechanism to finally do so.  With the sin tax reform law in place, I am confident that there will be adequate resources for the health care sector to extend PhilHealth’s coverage to the near poor and other vulnerable sectors that also need financial protection against rising cost of health care. With this we expect to see our aspiration of Universal Health Care (UHC) closer to reality.      

             Hindi naging madali ang pagkamit natin nito, kung kaya’t malaki ang ating pasasalamat sa lahat ng sumuporta sa ating panawagang tiyaking bawat Pilipino ay may segurong pangkalusugan sa pamamagitan ng PhilHealth.

            I understand that proceeds from this historic Run will be given to the Philippine Children’s Medical Center (PCMC) and to the Dr. Jose Fabella Memorial Hospital as the National Beneficiary-institutions, and to other institutions devoted to mother and child care in various parts of the country.  This is indeed a very noble act, and the overwhelming support given by today’s participants---from the runners to the co-organizers and sponsors---only tells us that maternal and child care should really be prioritized.

Hayaan ninyong ipabatid ko sa inyo ang isang napakahalagang realisasyon sa mga nagaganap sa mga sandaling ito at sa mga kaganapan nuong lumabas ng lansangan ang maraming Pilipino nuong Pebrero 1986... mahirap at may-kaya sa buhay… nagkaisa para bawiin ang kalayaan na ipinagkait ng dalawang dekadang diktadurya.

As we now look back and reminisce upon what happened at EDSA 27 years ago, I invite you to look at each other now and see how many Filipinos from different stations in life have come together to again make statement to the world. This time it is no longer against tyranny, but simply to join voices towards ensuring maternal and child health in particular, and towards the achievement of Universal Health Care as a whole.    

Naniniwala ako na ang sandaling ito ay matatala sa pahina ng kasaysayan kung saan ang mga Pilipino, mahirap man o may-kaya sa buhay, ay muling nagkaisa para tiyakin ang kaganapan ng Kalusugang Pangkalahatan.I am confident that PhilHealth will continue to touch more lives as it welcomes its 18th Anniversary. Para sa lahat ng nakiisa sa Run na ito, tandaan po natin na bawat kilometrong inyong itinakbo ay isang munting hakbang tungo sa mas malusog, mas seguradong kalusugan para sa lahat ng Pilipino. Mabuhay kayong lahat!
