Local Health System Development Program

1. The aim of the program is to establish Inter-Local Health Zone,(ILHZ) a health care similar to a district health system in which individuals, communities and all other health care providers in a well-defined geographical area participate together in providing quality, equitable and accessible health care with Inter-LGU partnership as the basic framework. The ILHZ will be the focal point "convergence" of all the HSRA reforms to be introduced to gain impact. This will achieve re-integration of hospital and primary health care for a holistic delivery of health services and minimize redundancy or duplication of services.

BLHD Monitoring Tool

This tool contains the general indicator for each of the reform areas, namely: local health systems development, regulatory reform, health care financing, hospital reform and public health reform. It also includes others indicators such as technical assistance, local health board, HSRA Implementation Team. It is intended to get a view of the progress of HSRA implementation in the region/province.

LHS Validation Tool

This tool concerns the validation of the functionality of the Inter-Local Health Zone (ILHZ). It closely examines the management structure of governance /stewardship and the different sub-systems to support the operationalization of the ILHZ, i.e. Health management Information System, Integrated Health Planning System, referral System, Health Care Financing/Financial Management System, Human resource Management System, Drug Management System, Supply/Transport/Equipment management, NGO/PO Partnership and Networking and Coordination.

LHSD Implementation Best Practices

Since the implementation of the Health Sector reform Agenda (HSRA) for the past three (3) years, the local government units ( LGUs) have attained various degrees of implementation of the different health reforms. Documentation of such LGU initiatives demonstrates how the functional Inter-Local Health Zone (ILHZ) operates uniquely in the local areas. Furthermore, documentation of such efforts may serve as learning resource for replication by other areas.

2. Quality Improvement Program

Quality Improvement Program, otherwise known, as Sentrong Sigla Program is a certification of Quality that is conferred by the Department of Health to public health facilities that meet predefined DOH public health services standards. It aims to promote availability of quality health services in health facilities and makes service accessible to every Filipino.

3. Interagency and Sectoral Collaboration Program

The program aims to promote and coordinate inter-governmental and private sector projects/activities related to health and human development. The program seeks to establish linkages and networking and sustained participation in health activities in order to achieve the national objectives for health.

4. Geographically Isolated and Disadvantaged Areas

GIDA is an approach to support the implementation of the Local Health System Development focused on the Health care needs of the isolated and disadvantaged communities and vulnerable groups separated from the mainstream of socio economic activities.

5. Healthy City Initiative (HCI)

"A healthy City is one that is continually creating and improving those physical and social environments and expanding those community resources which enable people to mutually support each other in performing all the functions of life and in developing their maximum potential

Health City commits to process of trying to achieve better physical and social environments. A city can start the processes of becoming a Healthy City if it is committed to the developments and maintenance of physical and social residents. Building health considerations into urban development and management is crucial for Healthy Cities.

6. Philippine Local Health Information System

Development and strengthening of a web-based local health information system that will be instrumental in evaluating the Health Sector Reform Agenda implementation specifically the Local Health Systems Reform. Through this information system, baseline information, real time status of the local health system implementation and analysis of its outcomes or impact can be obtained which will be useful for future planning and technical cooperation both at the national and local level.

7. Administrative and Resource Management Program

This is to provide overall management for the efficient and effective operations of the Bureau. The program will ensure adherence to admin procedures and regulations and ensue attainment of bureau’s objectives, targets, performance and functions.
