General Functions

a. Develops standards, mechanisms and procedures for international health cooperation.

b. Provides services related to mobilization, coordination, management and assessment of externally supported health projects and initiatives

c. Provides services related to promotion, coordination and mobilization of health sector support for international initiatives in health

d. Advises the Secretary and Undersecretary of Health on matters pertaining to international health programs, projects and initiatives and externally supported national and local health projects.

 

INTERNATIONAL HEALTH POLICY DIVISION

Global Issues and Concerns 

  •  Organization and conduct of forum on Global Health Issues 
  •  Drafts and implements tax exemption protocol for drugs, medicines and other supplies donated by other countries
  •  Facilitates requests for medical missions conducted by foreign physicians sponsored by local and private organizations
  •  Special permit to practice medicine issued by the PRC
  •  Temporary Certificate of Product Registration of goods 
  •  Publishes BIHC newsletter

Fellowship, Scholarship and Training 

  •  Preparation of travel documents of the fellows/ scholars/ grantees

- Travel Authority
- Department orders
- Request to Malacanang for travel authority ( as need arises )

  •  Preparation of nomination papers of the nominees for international fellowship/scholarship 
  •  Coordination with the following offices concerning foreign travels, fellowship/scholarship and trainings

               - NEDA ( Special Committee on Scholarships )
               - Malacanang
               - Department of Foreign Affairs
               - World Health Organization
               - Department of Tourism
               - DOH Offices

  •  Orientation of the fellows/grantees ( first time travelers ) of international fellowships/scholarships 
  •  Evaluation and monitoring of the scholars' re-entry plan and terminal report 
  •  Announcement of international vacancies, fellowships/ scholarships

Protocol Unit

  •  Dissemination of protocol guidelines on local and international travel 
  •  Arrangement and coordination of health related foreign visits 
  •  Pre-departure briefing for study/fellowship grant recipients
  •  Completion of local and foreign travels consolidated and reported 
  •  Protocol training for DOH personnel with corresponding issuance of certificate of completion 
  •  Coordination on the participation in health related international meetings, conferences, international bodies and working groups hosted by the Philippines 
  •  Networking with international partner agencies for continued collaboration and partnership on health activities

 

Multilateral and Bilateral Unit

  •  Coordination between government intra-inter agencies, non-government organizations and appropriate embassies 
  •  Consultative meetings with donor agencies and program/client beneficiary regarding project proposal, implementation 
  •  Drafting of Memorandum of Understanding between countries and international donors/local organizations monitoring and evaluation of foreign funded projects 
  • Provision of list of Contacts

             - Diplomats/Embassies
             - ASEAN Training Institutes
             - Global Training Institutes
             - Government Organizations
             - Non-government organizations

  •  Provision of list of International Meetings

            - ASEAN meetings
            - SEAMIC meetings

  •  Training of Health Protocol Officers 
  •  Information dissemination through web page 
  •  Cyber-advocacy

 

UNIFIED PROJECT MANAGEMENT OFFICE DIVISION

  •  Oversee / supervise the operations of projects with Project Management Offices (PMO's )
  •  Undertake day to day management of on going projects without PMO's
  •  Establish / maintain systems for Procurement Management, Finance Management
  •  Monitoring and Evaluation
  •  Provide technical assistance on project management

 

Monitoring and Evaluation

  •  Establishes and maintain systems for monitoring / evaluation of project performance at various levels; evaluation of performance of project staff; evaluation of performance of project consultants
  •  Evaluates / recommends project staff / consultants for hiring

Project Operations Unit for Loans and Grants

  •  Manages / supervises the financial operations of projects
  •  Manages / supervises the procurement of project goods, services and civil works
  •  Supervises administrative concerns of PMO's
  •  Manages project funded contracts
  •  Provides technical assistance on project management
  •  Manages project management training course
  •  Establishes and maintains coordination mechanism with project key player
  •  Establishes / maintains a working filing and recording system

  •  Prepares , allocates, disburses project funds
