General Functions:
1. Sets Standards for Regulation of health facilities and services
2. Disseminates regulatory policies and standards for information and compliance
3. Issues permit to construct (PTC), license to operate (LTO), clearance to operate (CTO), Health Maintenance Organizations (HMOs), and certificate of accreditation (COA)
4. Ensures sustainability of health facilities compliance with regulatory standards
5. Provide consultation and advisory services to stakeholders regarding health facilities regulation.
Standards Development Division
Functions:
1. Formulation of Standards and technical requirements
2. Dissemination of standards and technical requirements
3. Provision of Advisory service and technical assistance t stakeholders
Licensing ad Accreditation Division
Functions:
1. Inspection of health facilities to establish compliance to standards and technical requirements
2. Issuance of Permit to Construct, License to Operate, Certificate of Accreditation for health facilities
3. Issuance of Clearance to Operate for health maintenance organizations
4. Processing of Appeals regarding Certificate of Need for new hospitals
5. Processing of SEC Endorsements
6. Handling of specific complaints against health facilities
7. Authentication of medical examination and AIDS-free certifications for OFWs
Quality Assurance and Monitoring Division
Functions:
1. Monitoring of licensed heath facilities
2. Evaluation of status of health facilities under the Centers for Health Development (CHDs)
3. Surveillance of unlicensed health facilities
4. Advocacy on quality improvement guidelines
5. Implementation of quality management systems of BHFS
