A. General Services Division
Vision:
We are the cornerstone that ensures a well maintained, secured, enrironment friendly DOH facility for all health human resource.
Mission:
To provide a functional/systematized DOH facility/equipment and vehicle maintenance responding to the clients operation and commitment.
STRATEGIC OBJECTIVES:
1. To develop a standard operating procedure and system for monitoring the compliance to safety requirements of buildings and ground facilities.
2. To provide assistance in terms of manpower to HEMS Operation Center during emergencies.
3. To formulate and implement policy guidelines on the use, maintenance and upgrading of DOH facilities.
4. To establish and maintain data banking of DOH facilities, equipment and motor vehicles which would contain the following information:
a. Type of facility/ Equipment/ Motor vehicle
b. Brand and model
c. Serial No.
d. Date of Purchase
e. Warranty Period
f. End-User
g. Acquisition Cost and source
h. Maintenance Record
i. Date of Last Repair
j. Repair done
k. Parts Replaced and Maintenance Cost
5. To establish an information system through the development of a manual on the procedures and implementing guidelines on the preventive and corrective maintenance of such equipment, facility or motor vehicle.
B. Material Management Division
Vision:
"What you need, where you need, just in time"
Mission:
"To provide transparent and professional logistics services to health providers through the most effective and efficient means"
General Functions:
1. Develop plans, policies and programs, systems, procedures and standards related to material management to support the logistical requirements of the Department.
Specific Functions:
2. Ensure proper handling and storage, adequate and timely distribution of drugs, medicines, medical supplies, health equipment and other general office supplies and materials.
3. Maintain and update inventory of goods, supplies and materials.
C. Property Management Division
Objective:
1. To have a centralized management, recording, control, monitoring and uniform guidelines in constructing, purchasing, maintaining and disposing of government expendable and non-expendable asset, equipment, facilities and tools to put in place a good asset management for the Department of Health in order to reduce the cost of ownership and maximize and optimize the use of property.
2. To identify assets, control and optimize its utilization and institutionalize system and procedures to safeguard DOH assets.
Functions:
1. Provide an operational and effective inventory, recording, evaluation, efficient tracking and reporting system of fixed expendable and non-expendable asset of the Department of Health to establish proper accountabilities, control and reconciliation with the records of Finance Service' book of accounts.
2. To have a centralized recording and reporting of assets for the entire Department of Health that could be used as a basis for procurement, disposal and or budget allocation for maintenance or upgrading of the facilities tools or equipment.
